So I want some feedback on the photo policy.  

Let's face it - its just plain boring if more than 1/3 of the registering members don't add photos - which is about what it has been running since we changed the photo policy to require members to add a photo withing 2 weeks of joining.    Plus, sending reminder messages and deactivating member logins actually takes more time than I anticipated.

So, I am considering another change.   Do you think it is fair to allow people to register to be a member without a photo, but their profile cannot be seen by other members until they add a photo?    I think this would encourage people to add their photo if they really want to meet guys if - and if they don't then they are just interest in looking at photos - and not really here to participate in the community.

I am thinking about starting the change August 1, but wanted your feedback first.
